Mullin responds to Sen. Rand Paul's criticism in opening statement

During his opening statement, Sen. Markwayne Mullin, R-Okla., responded to criticism from Sen. Rand Paul, R-Ky., about his past comments and the goals he would have for the Department of Homeland Security should he confirmed as the next secretary. He also appealed to the senators in attendance to fund the department as a partial government shutdown continues.
