President Donald Trump signed an executive order on March 20 that aims to consolidate the federal contracting of common goods and services, including information technology, under the General Services Administration (GSA). The order calls for GSA to take over as the executive agent of all government-wide acquisition contracts for information technology, as designated by the Office of Management and Budget (OMB), within 30 days of its signing. It suggests that consolidating federal procurement under GSA will “eliminate waste and duplication, while enabling agencies to focus on their core mission of delivering the best possible services for the American people.” The GSA administrator will then be able to “defer or decline” the executive agent role of government information technology contracts “when necessary to ensure continuity of service or as otherwise appropriate.”...
