<![CDATA[On Sunday evening, I was tracking a government plane from Miami to South America. I thought it was going to Venezuela at first — this is exciting.. who could it be? — but it veered off to the west and ended up in Ecuador instead. I knew right away that it was probably someone from the United States Southern Command (SOUTHCOM), and, as it turns out, it was the commander himself, Gen. Francis L. Donovan, flying in to meet with Ecuadorian President Daniel Noboa and some of that country's defense officials. ]]>
